MAX MCCOOK AND ROMEOVILLE

League Rules 2017-2018 SEASON

These house rules are established with the primary objective of achieving the following:

  •  Emphasize safety and fairness.
  • Provide maximum playing time for players
  • Maintain games on schedule
  • Serve as guiding principles for all Referees officiating

Guiding Principle

Our goal is to provide quality playing time for all players and teams in a safe, fair and competitive environment. In an effort to ensure fair competition Chicagoland Indoor Soccer will attempt to match appropriately competitive teams in each age group. Selection will be based upon team past performances as well as informational statistics obtained from their outdoor standings and results.

Emphasize safety and fairness.

  1.  A player must not use equipment or wear anything which is dangerous to himself or another player (including any kind of jewelry).
  2. All basic compulsory playing equipment (jersey, shorts, shin guards, footwear, etc) as defined under Law 4 of the United States Soccer Federation (USSF) Laws of the Game will apply.
  3. Please exercise courtesy to the teams that are playing. Teams are requested not to cause any distraction and are not allowed on the field unless it's their game. Please have a sense of urgency to begin your game.
  4. Before the game and after the game you cannot be on the sidelines nor on or near the end zones.
  5. Pre-game meetings must be in the bench areas, not on the fields.
  6. Parents and spectators are not allowed on the side.
  7. Teams are to leave the field of play immediately following their games.

Team Playing:

  1.  Teams may choose either bench.
  2. The Home team (listed first) must change to their alternate jersey if there is a conflict of color.

Rules: For Max McCook & Romeoville

Outdoor USSF rules apply except for the following modifications:

  1.  Slide tackling the ball away from an opponent is illegal.
  2. Offside calls will be applied to all ages with the exception of the U8-U9 age group. An offside will be called only behind the 18-yard line (goalie box) from the goal line. The top of the penalty box is 18 yards and the offisides line will extend across the field from sideline to sideline.
  3. Goalkeepers may slide in their own goalie box as long as it is not in a dangerous manner.
  4. NO punting allowed at the Max McCook or Romeoville locations for ALL ages U9-U19 Boys and Girls.
  5. No heading for ages U8-U11. If heading occurs, an indirect free kick will be awarded to the other team.

Concussion - if the referee see any signs of concussion then the ref will stop the game immediately. The player has to leave the field and to be checked by the coach/trainer. If a coach decides to sub him/her in later in match, it then becomes the coaches and club's responsibility to ensure the safety of the player.

Build Out Enforced for U8-U10 boys and girls.

7v7 Build Out Line. The build out line promotes playing the ball out of the back in a less pressured setting. When the goalkeeper has the ball during play (from the opponent) the opposing team must move behind the build out line until the ball is put into play. Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punting is not allowed). After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal.

Are the build out lines mandatory for 7v7 play? Yes. The build out lines are required for 7v7 play at the U9 and U10 age groups. The build out line is used to promote playing the ball out of the back in an unpressured setting.

Players and number of players.

The maximum number of players on the field: ONE of the above must be a goalkeeper.

Max McCook and Romeoville

  •  9 v 9 for ages U12-U19
  • 7 v 7 for ages U8-U11

11 v11 Outdoor Game at The Oak Brook Turf Field, 11 v 11 Games, All Outdoor Rules Apply

  •  11 v 11 for ages U13-U19

Roster Sizes:

  •  U13-U19 (18)
  • U8-U12 (14)

All Players must have a player card from their state organization. If player does not have an ILLINOIS YOUTH SOCCER ASSOCIATION (YSSL) or ILLINOIS WOMEN'S SOCCER LEAGUE (IWSL) player card the respective coach will be liable for any injury to their respective player not listed on their roster.

To provide maximum playing time for players

Length of Games: Running Clock: Romeoville & The Max

  1.  Your game time starts immediately upon the conclusion of the previous game. The clock is a continuous 42 minute period. At the end of each game, the Referee will reset the time to 43-45 minutes and start the clock running. The Referee will officially start the game at the FORTY (42) minute mark as displayed on the time clock. Both teams may choose to start at any time before the 42 minute mark if they are ready, benefiting from whatever time is remaining from the 42 minutes running clock. There is no half time break.
  2. Teams should be at the assigned field sidelines ahead of the scheduled game time. Every wasted minute of playing time is at the expense of your 42 minute running down clock. Please be ready to take the field the moment the previous game is done.
  3. If time permits, teams may have a 2-3-minute warm up time once you are on the field.
  4. In the case of an injury that delays play, the referee will indicate the game time if there is a time change.
  5. The clock MAY be stopped for serious injury only. The management reserves the right to terminate or reschedule any game that has a lengthy delay due to injury.
  6. At the conclusion of the game, teams may shake hands and expeditiously vacate the bench area to allow for the incoming teams keeping in mind that the clock for the next game is running down.
  7. Note: All 11 v 11 games at Oak Brook Park District Turf Field will be 2 x 30 minutes halves with a 5-minute halftime.

Tips:

  1.  Please check your schedule games time and field assignments that will be posted.
  2. Parents and spectators are encouraged to watch the games from the upper deck at The Max and Romeoville for the best view.
  3. As a courtesy to your opponent, if your team can not make it to a scheduled game, please notify Chicagoland Indoor Soccer so that they can arrange for a substitute team.

Rescheduling of Games:

Rescheduling games is extremely time consuming and difficult since it involves many other potential scheduling conflicts. At any time, coaches are not permitted to reschedule games without first obtaining the approval from Chicagoland Indoor Soccer.

All normal requests for schedule adjustments should be submitted in writing no later than 2 weeks prior to the start of a league. These requests may be considered; however, we may not be able to fulfill your requests.

Eligibility:

  1.  Players must sign a Chicagoland Indoor Soccer roster waiver to play in this league and to be eligible to be on the field or bench.
  2. Players rostered on one team may play on a roster for another team so long the player is not playing down their age bracket. A player may only play up the age bracket besides their current age bracket they are registered for.

Substitution Procedure

Substitutions are on the fly and may occur on an unlimited basis. Both players must be within the touchline and no more than a yard from their bench area when the substitution is made. When both players are on the field neither player may touch the ball.

Provide as guiding principles for all Referees officiating

Referee and other Officials

The Referee(s) shall be responsible for control of the game. The referee's decisions regarding control are FINAL. Timekeepers operate the time and scoreboard details, if available, under the Referee's jurisdiction.

League Standings

Every effort will be made to make timely updates of Team Standings and Scores.

Scoring

WIN - 3 points
TIE - 1 point
FORFEIT/NO SHOW - 0 point to forfeited team and 3 points to team who showed up with 1 goal awarded.

Tie Breakers

In the event where Teams are tied in the standings, the following will be used to determine placing:

  1. Highest Goals Scored For (GF)
  2. Lowest Goals Scored Allowed (GA)
  3. Head to Head

Fouls and Misconduct

RED card results in ejection of player or coach. All RED carded assessed will carry the following fines:

  •  Player for each incident - $50
  • Coach for each incident - $100

In addition to the above fines, they will also serve a one game suspension. All RED card fines must be paid prior to the beginning of the next game else the player or coach will NOT be allowed to play or coach. Money will be donated to a local charity.

Any players ejected for any fighting related incidents will have to pay the fine in addition to being suspended for the rest of the remaining season. The incident will also be reported to the appropriate outdoor governing league (IYSA, YSSSL, IWSL, etc.).

Chicagoland Indoor Soccer reserves the right to expel anyone who uses vulgar or abusive language. This includes racial, ethnic, or religious comments. This behavior is intolerable and could result in permanent expulsion from Chicagoland Indoor Soccer.

Chicagoland Indoor Soccer also reserves the right to expel a player, parent or Coach from league play for gross violations of the laws of the game, the House Rules, or damage to facility property.
